Dr. Tu Moua Carroz serves as Superintendent of Twin Rivers Unified School District, bringing more than 25 years of experience in California public education. A nationally recognized educational leader, she has dedicated her career to advancing academic excellence, educational equity, and opportunities for every student.

 

Dr. Moua Carroz began her role as superintendent on July 1, 2026, becoming the first woman and the first Hmong superintendent in the district's history. A Hmong refugee and former English learner, her personal journey shapes her unwavering commitment to ensuring every student—regardless of background, language, or circumstance—has access to a high-quality education and the support needed to thrive.

 

Throughout her career, Dr. Moua Carroz has served in a wide range of leadership roles, including Youth Development Program Assistant, Teacher, Reading Specialist, Assistant Principal, Principal, Director of Family and Community Engagement, Area Assistant Superintendent, Associate Superintendent, and Assistant Superintendent of Educational Services. Prior to joining Twin Rivers, she served as Assistant Superintendent of Educational Services for the Roseville Joint Union High School District, where she provided executive leadership for curriculum and instruction, career and technical education, dual enrollment, multilingual services, special education, adult education, professional learning, assessment and accountability, digital learning, and state and federal programs. She also previously served as Associate Superintendent of Educational Services for Woodland Joint Unified School District and as an Area Assistant Superintendent for Sacramento City Unified School District.

 

A former classroom teacher and literacy specialist, Dr. Moua Carroz believes every student deserves multiple pathways to success and should graduate prepared for college, career, military service, or other postsecondary opportunities. Her vision is to ensure that academic excellence and equity go hand in hand by building a coherent instructional system that empowers every student to achieve at the highest levels.

 

Beyond her district leadership, Dr. Moua Carroz serves on the Board of Directors for the California Coalition of Early and Middle Colleges (CCEMC), the state's only nonprofit coalition dedicated exclusively to advancing Dual Enrollment. Through her board service, she helps promote equitable access to college and career pathways by expanding proven dual enrollment practices, strengthening K–12 and higher education partnerships, and supporting systems that increase student opportunity and success across California.

 

Dr. Moua Carroz's leadership has earned recognition at the state and national levels. She is the recipient of the prestigious National Milken Educator Award and has received numerous honors, including the American Association of School Administrators (AASA) Educational Administration Graduate Scholarship Award, the UC Berkeley Center for Race and Gender Studies Award, the UC Berkeley Asian American Research Center Graduate Student Award, the CSU Sacramento Woman I Fly Award, and the Threading the Needle of Hope Award from Project HMONG. As a school principal, she led a campus that received the California School Boards Association (CSBA) Golden Bell Award, earned the Title I Academic Achievement Award twice (2009 and 2010), and was nominated for the National Blue Ribbon Schools Program.
