OVERVIEW

The Contract Services & Risk Management Department plays a vital role in advancing Twin Rivers Unified School District’s mission to inspire each student to extraordinary achievement every day. By ensuring that every contract, purchase, and risk decision is made with integrity, compliance, and fiscal stewardship, we help create the safe, stable, and well-supported environment that student success depends on.
 
Our team manages public works contracting, competitive bidding, service agreements, leases, technology procurement, and all E-Rate program operations. Through these centralized services, we help schools and departments secure high-quality resources while maximizing the district’s financial investments in teaching and learning. 
 
We also lead district-wide risk management efforts, analyzing accidents and claims, supporting environmental compliance, and mitigating liability exposures, to promote the safe, clean, and secure learning environments reflected in Twin Rivers Unified School District’s core beliefs. Our work directly supports fiscal soundness, operational equity, and strong partnerships with internal and external stakeholders across the district. 
 
Every process, from contract development to safety analysis, is designed to protect district resources, reduce operational risk, and strengthen the conditions that allow students and staff to thrive. By upholding legal and regulatory compliance, promoting transparency, and providing expert guidance, the department ensures that Twin Rivers Unified School District’s resources are used responsibly and in service of powerful, engaging learning experiences for all students.

The Classroom Safety bucket was created to ensure that our staff and students have access to essential items in case of a lockdown for an extended period of time and leaving the classroom is not an option.
