Initial Submissions
The steps below provide a guide to new petitions regarding the steps for petition submission:
- STEP 1: Between August & January, the petitioner communicates intent to submit a petition. (at least 1 month prior)
- STEP 2: Petitioner emails sharilyn.warta@trusd.net to schedule a meeting to submit the petition (at least 2 weeks prior)
- STEP 3: Petitioner submits certification stating that the petition is complete, along with a digital and hard copy of the petition
- STEP 4: Twin Rivers petition review team and legal counsel begin review of the petition
- STEP 5: Public Hearing (within 60 days of submission)
- STEP 6: TRUSD posts recommendations 15 days before the date of the decision
- STEP 7: Twin Rivers' Board of Trustees makes a final decision to approve or deny the petition (within 90 days of submission, 120 if mutually agreed upon).

The TRUSD Charter Review Team will thoroughly read the charter petition and all submitted materials. Petitioners may be contacted during this process to address questions that arise.
The TRUSD Charter Review Team's notes, the petition, and all submitted materials will be reviewed by legal counsel.
A TRUSD-appointed party will present the staff findings and a formal recommendation to the Twin Rivers Board of Trustees based on the outcomes of the detailed petition review.
The Twin Rivers Board of Trustees will vote to approve or deny the charter petition.

PUBLIC HEARING INFORMATION
A Public Hearing will be held to provide petitioners with an opportunity to speak on behalf of their charter school. The public will also have the opportunity to comment on the proposed charter.
This hearing provides the TRUSD Board with an understanding of public sentiment surrounding the proposed charter. In addition, the Hearing should bring clarification regarding the specifics of the proposed charter.
